Im currently recruting for a Quantity Surveyor to work for a leading, tier one civil engineering contractor in South Wales.
Purpose of the Job:
To manage the Projects commercial interface with Statutory Utilities concerning diversionary works IN particular with Dr Cymru Welsh Water as well as some of the projects other sub-contractors in a variety of major infrastructure activities.
Responsibilities:
* Maintain high personal safety and environmental standards in accordance with Company policy.
* Maintain effective communication with members of the Project team, statutory undertakers, stakeholders and supply chain.
* Attain expert knowledge status on all utilities diversions across the project, their details and values.
* Manage all aspects of the Projects day-to-day commercial interaction with Statutory Utilities and manage the Projects cost exposure to utilities diversions through active management of the process contained in the NRSWA 1991 and the associated Code of Practice 1992.
* Work closely with Cost Control to identify excessive costs and lead the challenge to the utility.
* Identify with Cost Control and defend FCCs financial position on each diversion while ensuring continuity of operations remains paramount.
* Assist in developing, improving and promoting use of the FCC procedures.
* Managing the timely and accurate reporting on:
* Individual diversion costs
* Cumulative costs by utility
* Occupy the position of information expert internally in functional area drawing on design and construction.
* Provide QS support in supply chain procurements: managing take-offs and supplying bills of quantity.
* Provide interpretation and guidance on NRSWA 1991 clauses for the Project team.
* Ensure that site records are collated in an approved manner to substantiate statutory undertaker or subcontractor payment applications correctly.
* Carry out other relevant Utilities team and QS duties as required from time to time.
The Candidate:
* Excellent communication skills with the ability to discuss complex technical issues.
* Ability to influence and persuade others to build working relationships with both internal and external partners at all levels.
* Flexible approach with an ability to adapt to tight and often changing deadlines.
* Ability to prioritise and organise own and others workloads.
* Excellent analytical and critical thinking skills.
* Strong IT knowledge and skills must include Excel.
* Infrastructure/Highways Construction background is essential.
* Significant demonstrable experience in Quantity Surveying on managing utilities diversions on major projects.
* Experience of preparing Bills of Quantities, cost estimates, and the management of claims required.
* Must have a sound knowledge of contractual relationships and contract law.
* Must be fully computer literate and able to use computer technology to access data, maintain records, generate reports, etc. and any project specific engineering and construction relevant software.
* Relevant academic qualification (HND/BSc or equivalent).
* Successful experience as civil engineering Quantity Surveyor.
* Member of RICS/CICES or working towards this
