Medical Workforce Operational ManagerI am working with a Public Sector Organisation based in Peterborough who are looking for a Medical Workforce Manager for 3 Months Initially.
The role is full time, to start ASAP and paying up to £25 Paye per hour.
Job Purpose
This role is an essential part of the Medical Workforce Function through delivering a professional, strategic HR service to the Medical Workforce across the Trust ensuring up to date expert, consistent advice, support and practice covering all staff.
The post holder will support the Assistant Director of Medical Workforce on delivering the Medical Workforce agenda including job planning, appraisal and revalidation, workforce productivity and rota management.
Provide a high quality responsive medical workforce service to the Chief Medical Officer, their Deputy and Divisional Directors through specialist medical HR knowledge.
Lead the medical workforce team to ensure a responsive, comprehensive and professional service is delivered to all stakeholders and client groups.
Duties and Responsibilities
To lead, direct, manage and advise on people management issues concerning the medical workforce, ensuring the climate is positive and to ensure that due consultation and negotiation takes place when required.
Lead on the design, development, negotiation, and implementation and monitoring of all matters related to job planning, pay, contracts, recruitment, terms and conditions and training requirements for all doctors employed by the Trust.
Work with the AD of Medical Workforce to support the completion of all job plans for the consultant body and provide additional HR expertise to the Job Planning Consistency Committee, chaired by the Chief Medical officer.
To maintain a regular programme of audits of the medical workforce Job Planning service to ensure continuous improvement.
Ensure the Trust has a robust process in place to ensure the implementation of any new legislation, NHS/DHSC initiatives and changes to terms and conditions for medical and dental staff takes place.
To work in partnership with senior management and finance, providing expertise to ensure appropriate allocation of medical resources in line with the Trust's workforce plan.
Ensure processes are in place for the smooth running of all medical rotas and on-call rotas.
To maintain and review Medical Workforce policies and procedures. Work closely with external partners to create a consistent approach on medical workforce developments. Required to lead on the design, development, negotiation and implementation of workforce plans, policies and procedures to ensure the Trust is in line with best practice.
Continually maintain, improve and develop the systems linked to medical rostering, annual leave, study leave, job planning, appraisal and revalidation, which are currently all on the Allocate Software programme. Advise the Chief Medical, Deputy Medical Director, Divisional Directors, Associate Divisional Directors, Operational Directors and Service Managers, medical staff and HR colleagues on the application of terms and conditions of employment for medical and dental staff, ensuring compliance with the organisation's policies and employment legislation.
Monitor and assist departments to improve Job Plans and Junior Doctor's rotas in accordance with National Terms and Conditions for Trust medical staff and HEE Junior Doctors.
To support national and regional working groups, regarding key medical workforce issues, as agreed by the WF & OD Senior Management team.
Support the AD Medical Workforce with the implementation of job plans and medical policies and interpret national guidelines to ensure best practice is reflected in Trust policies and processes.
Knowledge & Skills
Highly developed operational medical workforce experience within the NHS or other healthcare setting
Experience of national medical Systems (e.g., Allocate) platforms and procedures
Experience of developing standard operational processes and procedures
Experience of team supervision including oversight of variation of workloads
Experience of identifying areas of improvement in services or systems and implementing identified changes
Experience of analysing and presenting workforce information, including drawing conclusions and making recommendations
Understanding of the workforce agenda in the health sector
