Job summary
We have an exciting opportunity for an experienced housing professional to join Bromsgrove District Council to assist the Private Sector Housing Manager in implementing the Councils Private Sector Housing Renewal Strategy, Energy Efficiency and Empty Homes Strategies and oversee the efficient implementation of the statutory duties of both Bromsgrove and Redditch Councils in respect of private sector housing and energy efficiency.Do you have HHSRS solid practical experience?

In this role you will be asked to inspect private sector dwellings following complaints from tenants or members of the public regarding property conditions
Issue schedules of work to landlords
Issue Formal Notices to owners of property under the Housing Act 2004 (Housing Health and Safety Rating System) and other legislation and attend Residential Property Tribunals and court as necessary.
The role can be either office based or home working but will require inspection of properties within Redditch Borough and Bromsgrove District boundaries
Specific Post Responsibilities
·To undertake administration of the mandatory HMO licensing scheme including the identification and inspection of licensable properties and the assessment of application documentation.
·To devise and determine licensing conditions, compile schedules of work and make recommendations for licence approval to ensure compliance with the Housing Act 2004 and the Management of Houses of Multiple Occupations Regulations 2006
·To develop and progress a monitoring programme for licensed HMOs
·To inspect private sector dwellings following complaints from tenants or members of the public regarding property conditions
·To issue schedules of work to landlords
·To investigate and interview on claims of harassment and illegal evictions of private sector tenants.
·To issue Formal Notices to owners of property under the Housing Act 2004 (Housing Health and Safety Rating System) and other legislation and attend Residential Property Tribunals and court as necessary.
·Visiting homes and producing letters for immigration purposes
·To inspect and licence Mobile (Park) Home sites.
·Promoting energy efficiency in the home to reduce both emissions and fuel poverty in accordance with local and national targets
·To support on the performance management of the Worcestershire Home Improvement Agency on behalf of both Councils
·To act as the Councils Gypsy Liaison Officer in respect of carrying out the biannual gypsy count and in making the initial assessment of health and welfare issues within unauthorised encampments and liaising with social, welfare and health organisations as appropriate
·To undertake the required legal process for the removal of illegal encampments on Council owned land
·To be the point of contact and ongoing liaison with the Private Rented Sector, provision of advice and support on private tenancy law and obligations, to also include organising and running of Landlord consultation events, (i.e. landlord forums
