Facilities Manager (Band 7)

Overview of the post

To lead and take operational responsibility for the timely provision of high quality and affordable Facilities Management services to clients, staff and the public. These services are provided to and through a combination of Service Level Agreements with neighbouring NHS Trusts, by private contractors, through Private Finance Initiative consortia and by in-house staff to c60 Trust properties and on behalf of neighbouring Trusts.

In addition, the post holder contributes towards the work of the multi- disciplinary Estates and Clinical teams.

Principle services that fall within this remit:

Estate operations, maintenance and minor capital schemes, grounds and gardens, catering, cleaning, portering, laundry, linen, waste management, security, reception, telecommunications, postroom, switchboard, utilities and EBME.

Working Days and Hours: Mon-Fri 9:00am-5:00pm or 8:00am-4:00pm (37.5 hrs per week)

Key Tasks and Responsibilities

Be the main point of contact for all queries relating to operational Estates and Facilities issues relating to your sites.

To effectively manage the day-to-day performance of the contractors providing Estates and Facilities management services. This will involve the co-ordination of services as well as expertise in maintaining uniform and safe standards across all locations, while at the same time allowing scope for local needs and conditions.

Ensure that rigorous scheduled service monitoring, management and review arrangements are in place, and that remedial actions are identified and undertaken where necessary.

Inspect all properties as required to ensure that soft and hard facilities services are carried out in line with contract specifications. This will involve liaising with ward staff and clients to ensure access to patient bedrooms and clinical areas.

Actively manage asset registers, ensuring they are up to date and relevant to the post holders sites.

Manage and review PPM and Cleaning schedules relating to the post holders sites. Follow up short falls with relevant contractors and if necessary, escalate to Estate Manager and Contracts manager.

Review incumbent contractors CAFM systems for your allocated sites, ensuring information and documentation is readily available and up to date.

To assist with gathering and collation of information for statutory returns including ERIC, PLACE, PAM and CQC.

To take a leading role in the annual PLACE inspection process including the planning of the inspections, the selection of a local PLACE panel, the development of the action plans to ensure compliance and continuous improvement in the patient environment.

Support and contribute to the development and ongoing updating of the Estate information management system (MICAD) Ensure that information relevant to your allocated sites are up to date on MICAD.

To assist and participate in the cyclical market testing of Estates and Facilities operational services. This includes review of service specifications, collating site related information, arranging and co ordinating bidder sites visits and being part of the evaluation and mobilisation panel.

Establish and chair meetings. Take minutes and ensure action notes are updated and distributed.

Prepare standing operational procedures (SOPS) and operational manuals to ensure relevant and up to date information is available to building stakeholders.

Ensure compliance with the Trusts legal duties under Construction & Design Management Act 1994(CDM), Fire precautions Act, Health and Safety at work act, RIDDOR, COSHH, Water regulations, Workplaces (health and safety and welfare) regulations 1992, Control of asbestos regulations, Electricity at work, Lifts and other relevant legislation pertaining to the occupation and running of premises.

To manage the small works for lifecycle replacements, compliance works, furniture and equipment replacements etc. This includes the preparation of briefs and specifications, obtaining of quotes, requesting capital funding, and supervising contractors to ensure works are completed to the required standards.

To arrange office moves to facilitate cyclical decorations and small service moves.

Liaise with utility companies in the event of a breakdown. Ensure that alternative supply is always available, and that site is kept informed.

Ensure utility meter readings are taken regularly and that bills are based on actual readings and not estimated usage.

Develop and implement up to date Business continuation plans for sites allocated to the post holder.

Co ordinating, auditing and submission of the annual ligature risk assessments and preparation of relevant action plans to ensure a safe environment for clients.

Action or respond to any recommendations from the following bodies: Care Quality Commission, fire risk assessments, fire improvement notices, EHO Food hygiene, DDA reports, NHS estates alert, National plan, Health and Safety assessments etc.

Take ownership for the development of all documentation relating to operational Estates and Facilities issues for the sites allocated to the post older, ensuring that up to date records are always available in the shared drive.

Annually manage the inspection for the condition of asbestos and ensure the asbestos register is updated accordingly.

Inspect (and action if required) all properties to ensure compliance with DDA guidance and legislation.

Use a range of technical equipment to monitor environmental conditions.

To continually review and assess the services to your allocated sites and to implement any changes necessary to provide a more integrated and improved service

Attend meetings as deemed reasonable in line within roles and responsibilities.

To lead and be part of the site emergency response. To carry a bleep if required.

Provide cover for the FM team.

Skill Knowledge and Experience

Educated to degree level/NVQ 5 level or equivalent (or progress towards it) or 5 years demonstrable experience in managing facilities and services.

NEBOSH certificate

Membership of a relevant professional body such as BIFM or HCIMA (CPD required to maintain.)

Training relevant to the job requirements

Relevant operational facilities management experience, ideally in a variety of different sectors including health care.

Line management experience

SLA and contract monitoring

PFI and CHP contracts

Working in a multidisciplinary team, involving clinicians.

Tendering and Procurement

Health & Safety

Management of teams

Leading changes in practice in a complex environment to improve performance/services

Demonstrable knowledge of current facilities management issues in the private sector as well as in the NHS

Ability to prioritise tasks whilst dealing with routine tasks with equal professionalism.

Computer literacy including Microsoft Word, Excel, E-mail and Internet.

Knowledge of Helpdesk systems.
