The Purchasing Manager is responsible for the integral part of the purchasing function in the achievement of operational objectives. With a strong, solid background in purchasing, supply chain management and engineering, the Purchasing Manager will take a proactive, qualitative and quantative approach resulting in; continuity of supply, realised cost savings and excellent supplier relations. He/she will ensure systems and procedures are appropriate for successful job completion and by making recommendations and implementing changes, continually improve the departments efficiency and overall effectiveness. Fundamentally, the role is key to leading the Company forward in securing quality suppliers of materials and components, focusing on; quality, price & delivery, departmental targets and inventory expectations.
The Purchasing Manager will report to the General Manager and support the purchasing team to achieve set targets. Ensuring training and development of the team is aimed at departmental improvements he/she will keep at the forefront of daily activities supporting the over-arching purchasing and operations team goals.
The role has a clear focus to facilitate the purchasing function at a tactical level to help achieve objectives required to aid production of existing and new products.
Establish and implement purchasing policies, procedures and best practices.
Monitor ongoing compliance with purchasing policies and procedures.
Direct procurement policies to ensure all items are purchased and delivered within budget and time constraints.
Identify and source new suppliers and vendors.
Manage vendor and supplier selection process based on price, quality, support, capacity and reliability.
Develop and maintain strategic relationships with key suppliers and vendors.
Establish and update an approved vendor/supplier database.
Develop, negotiate and administer purchasing agreements and contracts with suppliers in support of organisational requirements.
Evaluate contracts to ensure compliance with legal requirements and organizational policies.
Monitor supplier and vendor compliance with contractual agreements.
Measure and manage the vendor and supplier cost, quality and delivery performance.
Oversee supplier compliance with internal quality standards and external regulations.
Troubleshoot cost, quality and delivery concerns.
Manage risk relating to quality, cost, delivery and supply of purchases.
Introduce performance improvement measures for suppliers and vendors.
Work with relevant departments to manage inventory requirements.
Facilitate timely placement of purchase orders.
Review purchase orders for proper authorization and compliance with organisational policy and procedures.
Develop and manage purchasing budgets and forecasts.
Monitor and reduce purchase variances to meet profit objectives.
Produce regular reports on purchase commitments, costs and delivery performance.
Oversee the operations and daily activities of the purchasing department.
Performance manage, develop and motivate purchasing staff.
Direct continuous improvement of purchasing processes in line with changing organizational needs and market conditions.
Supplier visits both in the UK and abroad. Such visits may be at very short notice.
Production Efficiencies
Material costs stringent material control is required to assure Company targets are met. This includes spend, usage, scrap, inventory levels etc.
New Products/Product Developments
Involvement with Design, Quality and Sales departments evaluating, sourcing and securing appropriate delivery of new materials and their successful integration to the production end of the business.
Carry out any other reasonable ad-hoc duties as directed by the General Manager and commensurate with the post.
Qualification
Minimum 3 years experience in a similar role
CIPS qualified or working towards is desired
