Introduction to the Oxford to Cambridge Pan-Regional Partnership and the role
The Oxford to Cambridge Pan-Regional Partnership's Board brings together leaders from local authorities, Business Boards, the Arc Universities Group and England's Economic Heartland, the region's sub-national transport body. The Partnership is funded by the UK Government.
The Partnership's mission is to secure a future in which our communities prosper from the very best in environmentally sustainable ways of living and working.
We collaborate to accelerate economic opportunities created through the region's innovation strengths, to achieve significant environmental enhancements and to unlock investment for inclusive, high-quality sustainable development.
To deliver this mission, the Partnership's core team is creating Data Observatory service to support Partners with regional economic and environmental analysis. We are seeking a Data Analyst to support this service, which will provide transparent, unbiased, high quality, and frequently updated economic and environmental evidence and insights. Their main task will be to support the creation of a Regional Overview Report, distilling key trends from Economic and Environmental data to articulate the opportunities and threats to achieving a strong and sustainable economy. This would be similar to the State of the Region reports prepared by the Midlands Engine Observatory.
This opportunity is being offered on a Fixed Term Contract basis ending 31st March 2025 - potential to extend.

Key Objectives:
To support the delivery of the Oxford to Cambridge Data Observatory project under the direction of the Programme Manager - Analysis. This will principally involve the development of a Regional Overview Report, summarising key economic and environmental evidence for the region.
To develop, source, collect, manipulate, analyse visually present and provide intelligence in order to support and inform evidence-based policy decision making.
To support in measuring the impact of the partnership's activity - maintain these records and report on them to the required Board/Partners under the direction of the Programme Manager - Analysis. To act as a broker/coordinator in collaborative projects.

Person Specification:
Graduate or Postgraduate qualification in a relevant discipline (e.g. economics, statistics, econometrics, geography)
IT packages including Microsoft Office
Experience in conducting research including the interpretation and understanding of economic and social indicators
Ability to communicate complex findings to various audiences, in written and spoken form, as well as evidence of presentation skills.
Experience in report writing
Ability to distil key messages from various disparate sources.
Ability to collect, clean, use, analyse and present data
Knowledge of statistical theory and survey sampling techniques.
Self-motivated and adaptable in a rapidly changing organisational environment

Additional experience that would prove useful (but not essential):
Experience of working in business or government
Knowledge of UK environmental policy and NGOs, such as 25 Year Environment plan
Knowledge of the Oxford to Cambridge region.
Knowledge of micro and macro-economic theory, including econometrics and forecasting.
Ability to use advanced statistical analysis packages, such as Stata or R.
Ability to use specialized analysis software (e.g. ArcGIS, PowerBI, Tableau etc.)
Qualifications and/or training in geography and spatial data analysis
