About the role

A Commercial Manager within Balfour Beatty Asset & Technology Solutions is responsible for the financial and commercial management of the business area and associated assets and professional services under their control, from inception to tendering, asset finance/funding modelling, negotiating and agreeing contracts, commercial delivery through to asset disposal. Operational understanding and experience of asset management and professional service operations and asset financing is strongly desirable including working knowledge of the various funding mechanisms for assets. They are an integral part of the business area team where they hold key responsibilities associated with the commercial and financial success of the business area and each project within it. Commercial Managers are experienced individuals who have risen through the ranks of the industry and their role is broad and includes anything from risk and opportunity management to procurement, financial reporting, and managing the supply chain. They will have proven skills in commercial awareness, client liaison, project management, and team leadership. Understanding of the construction industry is desirable, ideally in an asset management and technical services environment. They will have flexibility and a talent for negotiation. They will have a track record of owning profit/loss/cash/assets (ideally within an asset management and technical services environment), ability to undertake a full commercial review of a contract and negotiate contract terms (such as CPA, NEC, JCT) and managing and developing a commercial team.

What you'll be doing

As a Commercial Manager, you will have the following accountabilities:

Governance

Has a good knowledge of and adheres to the Companys Group Minimum Commercial Expectations (GMCEs), Business Management System (BMS), Gated Business Lifecycle (GBL) and other governance requirements.

Writing and reviewing Stage Gate papers (i.e. business case justification) and attending Stage Gate meetings.

Business and Customer Awareness

An ability to see bigger picture.

Willing to take initiative to respond to customer requirements.

Cost Engineering

Understands how economic factors affects the construction industry in particular funding mechanisms within an asset management environment.

Provides commercial input to Value Engineering reviews for different forms of construction.

Manages the feedback of commercial data to operational and management teams.

Maximises digital opportunities.

Estimating

To support, review and prepare tender pricing strategies and cost models.

To support the finance team in establishing asset financing options and finance models.

Planning

To co-ordinate the commercial team to ensure all issues are identified and actioned timeously.

Project Management

Support the preparation and presentation of the monthly commercial and financial reports.

To be able to report and explain the commercial progress to senior staff.

To manage the feedback of commercial data to operational and management teams.

Manages commercial aspects with Customers and stakeholders.

Procurement

Establish any Customer supply chain requirements & advise on alternative forms of contract & procurement arrangements.

Formulation of management plans for resource procurement.

Commercial Management

Awareness of disputes resolution options and techniques (formal and informal).

Knowledge and application of legislation and ability to liaise with legal experts.

Preparation of estimates & tender submissions including the interpretation of Customer requirements and supplier specifications.

Representation of the financial and contractual interests to your employer and/or Customers in review meetings or the like.

Co-ordination of buying, accounts, production control/planning, supply chain management & procurement techniques, estimating & surveying functions

Management and reporting of commercial risk and opportunity.

Management of disallowed cost.

Development, Recruitment and Retention

Experience in the recruitment and retention of staff.

Identifies & targets the needs of individuals & self.

Manages teams PDRs, training & development including those seeking professional accreditation.

Gives feedback on strengths and weaknesses connecting plans for development of individuals.

Determine project commercial staff requirement & liaison with HR for recruitment including temporary staff

Interviewing staff for lesser grades

Involvement with Schools & Universities to promote BB as a potential employer and to support sponsored students.

Managing Resources

Liaises with all parties to ensure task/project remains on plan

Reporting

Provide key role in the preparation and presentation of monthly reports, quarterly forecasts and annual budgets.
